With reference to the reply received from the Governor of Kwang-tung and Kwang-si, I have forwarded copies of these documents to the Governor of Hong Kong for his information.
I enclose the copy of a despatch from the Honourable Consul at Canton, dated the 26th instant, announcing the appointment of Officials to superintend the levy of Opium May on the Coast, the Viceroy, when on the point of bathing this despatch into consideration, had a report from Lien Chow, Magistrate of Chow Kia-foo, and his Aides-de-Camp, Wang Ring-pany, to the following effect:
